 CIVIL SERVICE EXAM 2019 – The Civil Service Commission (CSC) released the official schedule of the eligibility exams for 2019.

Just a few days after the results were out, the CSC released the official schedule of the Civil Service Exam 2019. Four eligibility exams will be administered.

Based on the announcement posted by the CSC on its official website, the Civil Service Exam 2019 will be administered via the “Pen and Paper mode”.

Here is the official schedule released by the commission:
  • Career Service Examination for Foreign Service Officer (CSE-FSO) – January 27
  • Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels – Mar. 17 and Aug. 4
  • Basic Competency on Local Treasury Examination (BCLTE) – June 23

Based on the CSC announcement, there are also non-eligibility exams that will be administered by the commission next year. Here are the non-eligibility exams and the official schedule:
  • Intermediate Competency on Local Treasury Examination (ICLTE) – October 13
  • Pre-Employment Test, Promotional Test, and Ethics Oriented Personality Test (EOPT) – June 23 and October 13
Currently, the CSE-FSO applicants may file their application for the said Civil Service Exam 2019. Applications may be submitted at the following:

  • DFA-Board of Foreign Service Examinations, Pasay City (Deadline: December 6)
  • Metro Manila Consular Offices, Philippine Embassies and Consulates or Missions Abroad (Deadline: November 29)

Based on the Civil Service Exam 2019 official schedule, the filing of applications for the CSE-PPT 2019 will start from December 17 until January 16. CSC stated that it may be done at any CSC Regional Office.

Residents of Marawi City were jolted by loud explosions Tuesday afternoon, May 23, when clashes erupted between the military and local terrorist groups.

The situation worsened as fires broke out, power was cut, and clashes continued. At the end of the night, President Rodrigo Duterte declared martial law in all of Mindanao.

The military said it is running after "high value targets" who are contained in the military's area of operations in the vicinity of Barangay Malutlut, a commercial and residential area between the Mindanao State University and the city center.

Incidents in the vicinity of the city center are supposedly perpetrated by sympathizers of the terrorists the military is hunting down.

UPDATED MAY 24, 6:45AM: While you were sleeping, our dearest Candy Girls, here's a list of what's been going on in Marawi City, Lanao del Sur and in Mindanao:
President Rodrigo Duterte, who was in Moscow, Russia with some members of his cabinet for the bilateral talks, apologized to Russian President Vladimir Putin because he had to cut his visit short due to the ongoing crisis in Marawi City. He's scheduled to arrive in the Philippines today at 5PM. (via Inquirer.net)
ICYMI, the AFP also released their official statement through Public Affairs Office Chief Marine Colonel Edgard A. Arevalo in a video. His major points are summarized in the video's details below:



The most important part is the AFP's call for us to refrain from posting and re-posting photos and videos that may put our troops and their operations in danger. They also assured us that they will be giving us updates from time to time. He said, "We fervently urge our people to refrain from posting in social media information that would tend exacerbate the situation. Especially of photos and videos on the movements of our troops and on terrorist propaganda circulating through social media. We will continue to provide updates as often as possible with due regard to the security of our operating forces and the conduct of the operations itself."

Martial Law was declared in Mindanao last night. Here's a short infographic on the difference of the late president Ferdinand Marcos' Martial Law from the one that was declared at around 11PM yesterday.



The encounter started at around 2PM yesterday when government forces searched for "high value targets" that allegedly belonged to the Abu Sayyaf and Maute groups (groups that have "pledged allegiance" to the international terrorist group ISIS) in Brgy. Basak Malutlut after receiving reports from residents in the area. (via Rappler.com)
Marawi City Mayor Majul Gandamra went on air on CNN at around 8PM and said that they were still waiting for reinforcements from the government. At 9:21PM, Spokesman Brig. Gen. Restituto Padilla released an official statement from the Armed Forces of the Philippines asking citizens to calm down and also encouraging them to continue giving specific details about the location of the rebel forces as much as they can to help government troops.
Personal accounts on social media (posted 4PM onwards yesterday) further showed the presence of rebel forces in the city. We included more accounts below:
Various establishments have been burned down by members of the rebel forces. This includes schools, hospitals, and religious establishments. Entrance/exit areas in the city have also been blocked to stop residents and government forces from going in and out of the city.



No firefighters and firetrucks responded to rebels allegedly firing down parts of the city.



At this difficult time for our country, we encourage everyone to pray and to set aside our political views ATM which we believe is what these groups want. Our prayers go out to the citizens of Marawi City.

UPDATED MAY 23, 9:24PM: Spokesman Brig. Gen. Restituto Padilla released an official statement from the Armed Forces of the Philippines, asking citizens to calm down because the operations are still ongoing and that they can't give specific details yet. They also encouraged citizens to give information on the location of the rebel forces if they can.

UPDATED MAY 23, 8:33PM: In an interview with CNN on television, Marawi City Mayor Majul Gandamra said on air that there's no presence of the military and the Philippine National Police near his area in Marawi City, but that he's asked help from other officials already. He said also that they're armed, but that they needed support from the government, saying, "We can't do it alone!"



The mayor, as of posting, is at the City Hall with his men to guard and defend the building, which is very near the Amai Pakpak Medical Center that's under the control of the Maute group. Another resident from Marawi, Zed Abantas, confirmed the information that there are indeed no reinforcements from the AFP and PNP in the city, and that they're still waiting.
On the other hand, Armed Forces of the Philippines Chief Gen. Eduardo Año, who's in Moscow ATM with President Rodrigo Duterte, said on air that the government forces are in full control and that all civilians are advised to stay indoors. He also cleared what really began this incident, at around 2PM today, which was their search of Abu Sayyaf group leader Isnilon Hapilon who was allegedly with a group in the area.

UPDATED May 23, 7:22PM: Marawi resident Chico Usman told us about what's going on right now near the Marawi City Jail, "May sunog na malapit sa City Jail. Malakas na kasi palitan ng putok kaya nagkasunog. Madaming sumabog kanina."
When we asked what he wanted us to tell the government, he answered, "Sana dumating na [ang] militar at sana po 'wag nilang bombahan [ang] mga bahay dito, kasi [maraming] civilians na trapped. Ang sunog po ay nasa Marawi City Jail, pero 'di ko po 100% sure."

It's about the ISIS flag seen in Marawi City, the capital city of Lanao del Sur. And while we're still waiting for more details on what's going on, here's a list of what we know so far about this heartbreaking event.
The Maute group invaded the area and attacked the Amai Pakpak Medical Center.
The Maute group is, according to The Philippine Star, "also known as the Dawlah Islamiya Philippines, which espouses hatred to non-Muslims. It also boasts of loyalty to the Islamic State of Iraq and Syria and uses the black ISIS flag as its revolutionary banner." This explains why one Facebook user spotted an ISIS flag just outside her house.
A crossfire is still ongoing as of posting.



n a report by GMA News, one soldier identified as Capt. Solar was hurt in the firefight which started at 3PM, after the group took over the Amai Pakpak Medical Center in the province. In a separate account told to the news organization, Ret. Col. Tatar Boriongan, Lanao Del Sur Provincial Disaster Risk Reduction and Management Officer (PDRMMO), said that his team couldn't also mobilize because there are checkpoints controlled by the group in the area.
We asked two people from Marawi City via Facebook messenger, and we're fortunate enough that they were willing to share their personal accounts of what happened earlier. Their stories, written below, coincide with the reports.
Chico Usman, Brgy. Naga: "At 4PM, the ISIS made barricade at [the] intersection near us and very near also to the Marawi City Jail. Between 3 to 4PM, nag-start ['yung putukan]. Wala nang labasan sa bahay ngayon. Malalakas pa rin ang putukan."
When we asked whether there are soldiers in the area already, Chico told us, "Wala pa po akong nakitang militar. Mga ISIS lang, pinapaputukan ang Marawi City Jail at rumiresbak ang mga pulis sa loob ng jail. Hanggang ngayon, may putukan pa rin."
From a person living in Lilod, Marawi who wanted us to keep her anonymous: "[The people carrying the ISIS flag] remained for more than three hours in front of my house without noises. They are harmless towards civilians. Pag walang dumating na army, wala ring puputok kaya sana wala nang dumating na mga army."
When we told him that another source from Brgy. Naga told us that gunshots can be heard in their area, she replied, "Sa kanila lang po 'yun. Sa amin ay tahimik pa rin hanggang ngayon. Blocking force ata itong mga ISIS sa amin kasi 40 meters lang ang layo nila sa Mapandi Bridge. Huwag na po i-mention ang name ko. 'Yung bridge po ang binabantayan nila para walang makadaan na mga AFP kasi about 40 meters po ang layo nila sa bridge."
We also told our source to let us know if she wants us to publish anything from them regarding what's going on, and this is what she said: "The people of Marawi [are] asking the AFP to let the Marawi City leaders negotiate with the ISIS groups, instead of fighting."

Liza Soberano will play the lead role in a Maalaala Mo Kaya (MMK) episode featuring  Miss Universe 2015 Pia Wurtzbach’s life.

A source from ABS-CBN confirmed to Philstar.com on Tuesday that Liza will portray the life of the former beauty queen.

Liza’s co-actors also took to Instagram to confirm the episode featuring “Queen P.”

In her Instagram account, singer and actress Zsa Zsa Padilla posted photos of her and co-actors Liza and Lee O’Brian during their shoot for the MMK episode. One post was dedicated to Liza.

“My first time to act with this pretty lady! I must admit, it was hard focusing on my lines while looking at her beautiful face. Who knew such beauty could be distracting? But she's such an amazing actor and pretty soon, I felt like I was talking to my very own daughter. Please watch out for MMK featuring the life story of Pia Wurtzbach,” Zsa Zsa wrote.

Actors Lee and Fifth Solomon Pagotan also shared a photo during their shoot.

News about Liza’s role came after a Facebook fan page posted a photo of the actress similar to Pia’s shoot. The same post said the MMK episode on Pia will be shown in June.

On Tuesday, a report from The STAR’s Ricky Lo reported that Liza will also play the role of “Darna.”

He went home with a total of 13 wins, including top artist and top male artist. That beat the previous record set by Adele. Heading into the show, Drake and The Chainsmokers led the pack of nominees with 22 apiece.

2017 Billboard Music Awards: Drake Wins Top Artist, Breaks Record for Most Wins in One Year

The Professional Regulation Commission (PRC) and the Board for Professional Teachers (BPT) announces that 5,600 elementary teachers out of 53,915 examinees (10.39%) and 18,482 secondary teachers out of 72,584 examinees (25.46%) successfully passed the Licensure Examination for Teachers (L.E.T.) given last March 26, 2017 in 18 testing centers all over the Philippines.

It is further announced that of the 5,600 elementary teacher passers, 2,871 are first timers and 2,729 are repeaters. For the secondary teachers, 10,804 passers are first timers and 7,678 are repeaters.

The Board for Professional Teachers is composed of Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Vice Chairman; Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members.

The results of examination with respect to two (2) examinees were withheld pending final determination of their liabilities under the rules and regulations governing licensure examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be from May 29 to May 30, 2017 for Elementary Level and May 31 to June 16, 2017 for Secondary Level. The requirements for the issuance of Certificate of Registration and Professional Identification Card (ID) are the following:

1) Notice of Admission; 2) duly accomplished Oath Form or Panunumpa ng Propesyonal; 3) two pieces passport size pictures (colored with white background and complete nametag); 4) two sets of documentary stamps. Successful examinees should PERSONALLY register and sign in the Roster of Registered Professionals.

You may also register at the PRC Service Centers in Robinsons Place Manila, Robinsons Galleria and in Clark Skills Training Center (formerly Polytechnic College, Clark, Pampanga).

The successful examinees who garnered the ten (10) highest places in the March 2017 Licensure Examination for Teachers are the following:

120-DAY MATERNITY LEAVE. The Senate approves on third and final reading the bill seeking to grant expectant mothers 120 days of paid leave.

MANILA, Philippines – The Senate on Monday, March 6, approved on 3rd and final reading the bill seeking to grant 120 days of maternity leave to expectant mothers.

With a vote of 22-0, Senate Bill 1305 or the “Expanded Maternity Leave Law of 2017” was passed. Senator Risa Hontiveros, chair of the Senate committee on women, children, family relations, and gender equality, authored the measure.

Under the bill, all female workers, regardless of civil status or legitimacy of her child, shall be granted 120 days maternity leave with pay and an option to extend it for another 30 days without pay. Under the current law, expectant mothers are allowed only 60 days of paid leave.

Single mothers shall also be granted a total of 150 days maternity leave with pay.

Fathers would also benefit from the measure if passed into law, as it seeks to grant them 30 days of leave – more than the allowed 7 days of paid leave under Republic Act 7322.

Under the bill, 30 of the 120 days can be transferred to alternate caregivers, such as the spouse, common-law partner, and relative up to the 4th degree of consanguinity, including adoptive parents.

In the 16th Congress, the Senate approved a similar measure, seeking to grant 100 days of maternity leave, but it was not enacted.

Penalty

If Senate Bill 1305 becomes law, violators face a fine of at least P5,000 to P20,000 and imprisonment for at least 6 years and one day to 12 years.

Hontiveros said the measure, if passed into law, would make the country compliant with the International Labor Organization’s standards on maternity protection.

“Our maternity leave law, both for the public and private sectors, only provides 60 days paid leave – 38 days short, more than 5 weeks short of the minimum prescribed under the International Labor Organization’s Convention 183,” she said. The convention mandates a minimum of 98 days maternity leave.

Senator Francis Pangilinan, who filed a similar bill, lauded the passage of the measure.

“Makakapagpahinga at makaka-recover na nang husto ang mga bagong panganak. Masisiguro na ring maaalagaan nang mas mabuti ang mga bagong silang (The new mother would now be able to rest and recover more fully from childbirth. The baby will also be well cared for),” he said in a statement.

A counterpart measure in the House is pending 2nd reading approval.

Other benefits

Here are the other important provisions of Senate Bill 1305:

  • The full payment shall be advanced by the employer within 30 days from the filing of the maternity leave application.
  • Workers availing themselves of the maternity leave and benefits must receive not less than 2/3 of their regular monthly wages.
  • Employers from the private sector shall be responsible for payment of the salary differential between the actual cash benefits received from the Social Security System (SSS) by the covered female workers and their average weekly or regular wages, for the entire duration of the ordinary maternity leave, with some exceptions.
  • Employees who avail themselves of this benefit shall be assured of security of tenure. This cannot be used as basis for demotion in employment or termination. The transfer to a parallel position or reassignment from one organizational unit to another in the same agency shall be allowed, provided it shall not involve a reduction in rank, status, or salary.

Senate approves bill granting 120-day maternity leave


Philippines' Civil Service Commission (CSC) had partially released the complete list of examinees' room and school assignments for the upcoming of August 4, 2019 Career Service Examination - Pen and Paper Test (CSE-PPT) for Professional and Subprofessional Levels.

The Notice of School Assignment (NOSA) are now available at the Civil Service Commission (CSC) offices nationwide and exam takers may visit the office or may check for the
Online Notice of School Assignments (ONSA).





To use the ONSA, examinees should encode or fill in the required data in the corresponding data fields accurately. The activation of the ONSA will also be announced by the CSC.

ONSA can also be accessed through the path http://enosa.csc.gov.ph/eNOSAv3. Examinees are advised to have a print-out of their Notice of School Assignment using ONSA.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before examination day, they should verify or inquire directly with the CSC Regional/Field Office concerned.
